New Regulations for Tuk-Tuk Rentals to Tourists in Sri Lanka (2025)
In March 2025, the Sri Lanka Police implemented new regulations for companies renting tuk-tuks (motorized three-wheelers) to foreign tourists, aiming to reduce traffic accidents involving drivers without proper training or licenses.
License Requirements for Tourists
From now on, tourists who wish to rent and drive a tuk-tuk in Sri Lanka must present one of the following documents:
A valid Sri Lankan driving license.
An international driving license recognized in Sri Lanka that includes the category for motorized three-wheelers.
A valid driving license from their home country.
It is important to note that international licenses or foreign licenses converted in Sri Lanka do not automatically include the necessary category to drive tuk-tuks. To operate a tuk-tuk legally, a specific license is required, such as the B1 category under the new licensing system.
Penalties for Non-Compliance
Authorities have warned that allowing a person without the proper license to drive a tuk-tuk is a criminal offense. Vehicle owners who violate this rule may face a fine of 25,000 Sri Lankan rupees.
Responsibilities of Rental Companies
Companies and hotels offering tuk-tuks for rent to tourists must carefully verify that customers hold valid licenses before handing over the vehicles. Failure to comply with this obligation may result in legal action against the vehicle owners.
These measures aim to improve road safety and ensure that tourists enjoy their experience in Sri Lanka in a safe and legal manner.
